In this image, the blur of people moving around in the crowd makes it look interesting, but it is also focusing on particular people who are standing, walking, moving in what looks like a busy area. A slow shutter speed is used in this image.
A credit to the photographer, these stairs appear brooding and dangerous. The light hits them in such a way as to evoke this sixth sense of fear. Ordinary stairs pose the danger of falling down (or up), but these stairs seem to suggest a danger that may or may not be immediate. They evoke the "fight or flight" reflexes and emotions, that somehow the path that they lead you to is not altogether safe.
