It’s a common machine embroidery stabiliser but I just use it as a base material on its own.   2) where do I get this fabric?  - Sewing stores or online. Search for water soluble fabric or water soluble stabiliser.   3) Is it bad for the environment?  - This fabric is advertised as being environmentally friendly and 100% biodegradable.   4) How does the embroidery not fall apart when the fabric washes out?  - it’s all in how you stitch it. 1. Prepare some water
2. Take embroidery out of the hoop
3. Get rid of excess stabilizer, just cut off everything that’s not covered with stitches. I do that to have less goop that I’d need to wash out of the threads
4. Put the fabric into the water and see how the stabilizer becomes transparent
5. Start gently rubbing it off the fabric
6. Change the water and rinse the fabric again, or do the final rinse under the running water
7. You’re gorgeous
8. Place fabric on the towel and cover it with the other end to dry it a bit
9. Place fabric back in the hoop, create a drum-tight stretch
10. Let it dry

I use a stabilizer film by Madeira. To understand the nature of this material, imagine something like PVA glue dried into a transparent film. It’s not plastic and dissolves in water without leaving any traces. But it’s also not sticky so I’d need to sew it on my fabric.

The surface is kind of embossed, so one side is more textured than the other. I didn’t find any difference in printing on any of them. Just don’t touch the surface a second after printing, wait a minute. Pen tends to smudge, but again, waiting a bit helps.
