The new Los Angeles City Hall opened on April 26, 1928, and so from the last of the scaffolding we can see here, I’m guess this shot was taken in early 1928. I had no luck in finding the address of that Salvation Army building, so I don’t know what street the photographer was standing on, but it doesn’t exist anymore. There are no old, narrow streets like that near City Hall, which is a shame because these days, it would probably be filled with interesting cafes and funky art galleries
