You can try massaging them and rolling them, but nothing seems to work. If this is happening to you, you may need to try strengthening your traps and your upper back muscles. When muscles are weak, they tend to tighten up. The traps can also tighten up if your other upper back muscles are weak. Try doing 2-3 sets of 10 reps of each of these exercises 4-5 times per week and see if your traps loosen up!
