MAYA DEFORMER : MG_collisionBulge by Marco Giordano. This is one of my last maya plugins , and is part of a bulk I will show in a near future ,some of the stuff will be even open source . The deformer is a collision and bulge deformer . You need to provide  collider mesh , the computation is not so light so there are some options to make the computing faster,  like using the bounding box of the collider geometry .
