Mix 3/4 c birdseed, 1 T flour and 2 T water. Spray heart shaped cookie cutter with cooking spray and place it on a foil-covered cookie sheet. Let it cool. Remove the straw, thread a ribbon through the hole, and hang it outside in a sheltered spot.
