City Inspector Reports Carriage Horse Stalls as Abusive. New York City – A city building inspector was so worried about the living condition of a carriage horse that he snapped a photo and reported it as animal abuse. “The stable is filthy. It’s tiny. The horse almost can’t even stand up in there,” the anonymous inspector told The Post. He went on to say “The stable looked like it hadn’t been cleaned in years. It got so crammed up that the horse would have a hard time getting up.”
