Stripping figures, I use general purpose paint thinner. It's messy and it's smelly but's fast and effective. By volume it costs less then one dollar per figure to strip. Resist the temptation to use metal stripping tools like paper clips, needles or razor blades since they scar the metal model. Soft tools are your friend, like a toothbrush and toothpicks. The toothbrush will melt after a while and obviously don't put it back in the bathroom.

After removing the old paint, models will be covered in a mucky residue which needs to be washed off thoroughly. At this stage I use another old toothbrush and the cheapest abrasive toothpaste you can find. Not the gel shit. Toothpaste contains a gentle abrasive and polish which will prepare the model surface so the paint doesn't peel off.

Take this opportunity to inspect the model and fix up any flash or pipes. If it's necessary to strip a second hand model, it's likely the previous owner wasn't such a great modeler. Another advantage of the toothbrush strip method is you get a chance to give the model a good close inspection.

Personally I prefer to basecoat and begin shading models while disassembled. It's difficult to reach under the armpits and behind weapons so painting disassembled give more consistent coverage.
