This is a representation of an Achaemenian Persian Immortal wearing the Anatolian style armor. Persian Immortals used many different styles of weapons and Shields. In this case, we see the small round hoplon style shield, made of wood lamenant, covered in fabric, the Immortal is using a Sagaris battle axe and wearing the famous tiara Scythian style headress.
