Androsace lanuginosa (Rock Jasmine) - This groundcover from the Indian Himalayas only grows to 4" tall, but it bears very fragrant light pink blooms from July til September and its woolly leaves will be evergreen through at least zone 5. It needs very poor soil (even growing on a stone wall) and, given its cold region origins, also needs summer afternoon protection where it gets especially hot.
