Most nuclear waste cars consist of a large cylindrical cask on its side on a flat bed car on steroids. Those casks are permanently sealed once the spent fuel is placed inside. This is DOD (Department of Defense) and it is not a one time use only cask. The ring of wedge shaped notches around the top are where the bolts secure the lid. This car is used exclusively for delivering new fuel and receiving spent fuel for naval nuclear reactors..
