"No" by Slinkachu.  part of the little people street art project.  The artist Slinkachu paints miniature train set characters and places them on the streets in various situations.  This is one of my favorites.  I think the title says it all.

The original poster from 1939 was rediscovered in 2000 by English secondhand bookshop, Barter Books.
