Less than 24 hours after the 2013 Maryland General Assembly session ended, Governor Martin O'Malley joined legislative leaders to sign about 200 bills approved over the last 90 days. It includes his offshore wind energy bill and "Connor's Law."
Attorney General Doug Gansler says in a letter to Governor Martin O'Malley that the gun control bill is constitutional and "legally defensible." The governor will sign the bill into law next week. The NRA is expected to immediately challenge the law.
The executive director of the Maryland SPCA says because lawmakers didn't address the issue of dog bite liability, a Court of Appeals decision impacting pit bulls will stand. The SPCA says that's unfair to dog owners.
The bill passed unanimously in the House of Delegates. It removes the label of "inherently dangerous breed" from pit bulls. That label imposed in a Maryland Court of Appeals ruling would have automatically held pit bull owners and their landlords responsible for any dog attack.
