This is an excellent example of an Empire period outfit. Simple white cotton dress and a military inspired Spencer, which is the short jacket over the dress. Bonnets like the one on the mannequin were also very popular during this period. The bonnets usually were decorated with items (in this case leaves) & had wide brims called pokes.

Quilted silk spencer, c. 1800-1815.  Phoebe would probably wear this inside Mistletoe Manor because the house is so darn drafty!  Good Christmas color, too!
