During the Depression, Fullerton applied for and recieved more federal relief funds than any other city in Orange County.  In this 1940 photo, WPA workers are constructing the new city library on North Pomona.  In the background is the First Baptist Church (1912) designed by Frederick Eley (1884-1979), Orange County's first architect.  Eley designed over 125 buildings in the county, including the Fullerton General Hospital at 201 East Amerige.
