The ban on smoking chillum or hash/ganja is lifted inside of Pashupathi Temple for sadhus or ascetics as it's viewed in reverence to Lord Shiva on Shivaratri. Pashupathi, on the outskirts of Kathmandu is one of the most important holy sites for Hindus worldwide.
